This is a guess, but check out the two pertinent sections of this STK tutorial.  In as much as Ge was a student of Perry, my guess is that this is an STK thing or related to a similar issue.

It's not clear to me why or when we would ever use "blocking", based on this, but I do think you are right that this must be what is referred to.
