[chuck-dev] portable serial I/O library

The serial interface in rxtx is provided through the java native interface
(JNI). The serial stuff for each platform is written to conform to the same
JNI interface in C/C++ and compiled to dynamically linked libraries fro each
platform. The portion of interest for you is not the java part but the code
for the .dll's and .so's etc.
