Yes, basically.  There is a distinction that if an external is created 
specifically for the Max/MSP SDK and does not use code from other GPL'ed 
projects, then there is an (arguable) implicit exception.  But you can't 
(legally) take code from a third party GPL'ed project and use that 
either directly or as a library in a Max/MSP external.  This naturally 
happens, but mostly because people aren't actually reading the license 
that they're using.
