Because the user should be in charge og making the connections. Even a 
default behaviour of no connections (which admitedly can throw jack 
newcommers off) can easily be changed through the patch-bay, which let's 
you define connections jack should make for you.

To my knowledge there's not elegant way to disconnect an autoconnected 
program, whereas connections will be handled very smoothly by hosts like 
ardour.
