[chuck-users] Issue/bug tracker system?

The favored GNU/FSF bug reporting system is a mailing list where  
ideally you do not have to sign up - such a signup is a barrier  
against doing the reporting. Then it requires someone willing to sift  
away the spam. One alternative might be a web-interface where bugs can  
be entered with an email address for confirmation. The one doing the  
bug report then gets temporarily on the bug mailing lists acceptance  
list. Or something.
