[ixp1200] Migration of Mailing list to Mailman

The ixp1200 mailing list will migrate from majordomo to Mailman
in the next day or two.  We will be migrating the archive as well.

Because there are so many addresses on the subscription list
that bounce, I am asking that everyone who is interested in
remaining on the list, explicitly sign-up for the new list
here:
