[ixp1200] Bypassing ixstart

Hi all,

I've been trying to get my application to work without ixstart (it's not 
flexible enough for me). I've not yet been successful in using the Intel 
ingress and egress aces without ixstart. Has anyone been able to do that?

Another solution to the problem would be using other code that can 
recieve/send packages, is there free code somewhere that I can use?
