[parsec-users] The Beta Release of PARSEC 3.0

Hi,

I noticed that the parsecmgmt script was updated to remove the dependency
on parsec.conf and that the parsec.conf file was also removed.  However,
the bldconfadd and bldconfdel scripts still depend on parsec.conf and as a
result those scripts no longer work.
