The function scratchRead32 is implemented in Scott's Runtime library (available
at http://www.cs.princeton.edu/vera/).  The file is
Runtime/ixp1200/sa/src/Lib/mem_access.h.  All it does is read a volatile
pointer to a 32-bit integer from the part in virtual memory to which the
scratch memory is mapped.
