[ixp1200] qstn abt debug option and l3fwdr

Hi Srini,
TO make DBG_MSG work you will have to modify the l3fwdr Makefile and 
recompile.

Specifically, in the file src/microace/aces/l3forward_ace/Makefile, the 
assignment to the MORE_DEFS variable will have to include L3FWD_DEBUG. There 
is a commented MORE_DEFS assignment that includes the option.
